We consciously targeted the population because we recognized that the NLF (Viet Cong) was strongly supported by the masses (as acknowledged repeatedly in our internal records).

Maybe in the countryside, where government presence was limited... But not in the cities.

But why don't you ask all of the North Vienamese who fled to the South when the country was partitioned, if the Viet Cong had such tremendous popular support?

Because the Viet Cong were effectively wiped out during the Tet offensive. After that, it was primarily a battle between North vs South.
