No. Neither webnode.com nor the SEC's site were frauds.

Did you notice that the SEC had used the Webnodes business model?

Yes.

Surprised that webnodes did not sue SEC for infringement.

Infringement regarding what? AFAIK everything connected with webnode.com is in the public domain except the website, whose content is not patented, and whose look was not copied by the SEC, ergo no copyright trespass there either. Yeah, they "appropriated" the idea, but no infringement there.
