It's a battle. Gov't is a useful parasite providing some needed services, but must be constantly pared back like noxious weeds, otherwise it acts like it owns the place. Productivity is such that it isn't inflation that costs, it's added services + unaccounted inefficiency. At this point local gov't has many weapons of subterfuge and unaccountability. But at least local gov't can sometimes be visited personally to get a little daylight into the process. And local gov't (w. the exception of the local branch of the DEA) doesn't make a living out of terrorizing citizens, usually. As homeowners and parents we have to be equally concerned about the most powerful central gov't we've ever had, w. mil/industrial-based scams looting trillions, using weapons of mass destruction/distraction and propaganda to train young citizens to essentially be slaves to gov't. What's happening on the local level pales compared to the predatory effect of national gov't's damage to the economy and citizen rights, with the effect that cities, where gov't has more resources, will be less valuable places to live, and rural areas more valuable. It'll be a 'perfect storm' if local gov'ts align to raise property taxes to support national fascist programs like Homeland Defense (sic), so they can not only invade your home but take it and throw you in jail if you complain. You say "that's not the system" - I'd carefully review your thoughts on the matter and see exactly what you get for each dollar to gov't. Sure as rain, excess dollars get used to extort more from citizens, with every excuse in the book.
