My wife went to public schools in CA and her mother was a teacher there too. They both say what ruined the schools in California was the influx of immigrants. I share that view, but I'm not sure it's allowed in the world of political correctness. The demographics are dramatically different from what they were in the 60s when I was in school in California. During the late '70s, post-Prop 13, we were actually shutting down schools because of falling attendance. Then came an enormous surge of students from ESL backgrounds, creating a need both for new schools and special language programs.
