Yes, but for different reasons.

The career employees are part of an ever-burgeoning bureaucracy which, like any institution, keeps growing and encroaching on territory outside the original reasons for its creation. Today, even in so-called capitalist countries, possibly a quarter of those who are employed, or even more, work for the state. In fact, today, the state actually employs a greater percentage of people in so-called capitalist countries than it did a generation ago in socialist ones --- and the trend of state employment is increasing all the time.

As far as elected politicians are concerned, they are merely part of the facade, or fantasy if you prefer, of "democracy" that the man-in-the-street can actually have an influence over the politicians who "rule" him. Nothing could be further from the truth. In fact, party politics is no more than a very expensive --- very tedious --- and very dishonest --- Punch and Judy contest.
