For much of that period, Newt Gingrich was leading the Republican Party, which is why we captured the Congress. Then leadership became more diffuse. However, with Bush as the establishment candidate, his candidacy set the tone for the party even before the conventions. Thus, it has mainly been the Gingrich- Bush party during the period you allude to.......
