OK, thanks, that's reputable. I read the whole Q&A, for the context, and the Guardian does seem to be taking that quote out of context. Wolfowitz is comparing the usefullness of different methods for bringing pressure on Iraq vs. N. Korea. He's not addressing the reasons for going to war, in that quote, just the reasons (in his opinion) why economic pressure wouldn't work against Iraq.

Encouraging, that he thinks measures short of war will work with N. Korea.
