Yes, that's right.

IMO the Hate Crime Bill was a typical reaction to contemporary events with almost no thought to long term consequences. The people who brought the bill had their hearts in the right place, just not their (legal) minds.

The events you cite as contemporary have been going on for 100s of years. I suspect they knew exactly what they were doing.
