Isn't it amazing that the real contest is "Bush vs State?" Roosevelt used to send personal emissaries overseas because he could not get State to do what he wanted. They are really a "Rogue Government" in Foggy Bottom.

Joel Mowbray, the National Review columnist who did an expose on the State Department's "Visa Express" program in Saudi Arabia, is coming out with a book on this issue. I doubt that I'll agree with all of it, but it should be interesting:

I think the heart of the problem at the State Department is one that engulfs virtually all government bureaucracies, including the DoD: An institutionalized mentality, admitted or not, that the expansion of the bureaucracy's clout and prestige trumps all other interests. And just as corporations and special-interest groups can exploit this mentality when dealing with bureaucracies that preside over domestic affairs, foreign governments can do so with Foggy Bottom.
