Certainly. Here's how it works:

If you go back to the year 2000, before the child care tax credit lowered the number still further, 3.9% is the percentage of federal taxes paid by the bottom 50 percent of taxpayers, ranked by income. In other words, the poor and middle class, all the way up to the 50th percentile, pay less than 4 percent of the total federal income tax burden.

SO: If you cut federal taxes, the top 50% of taxpayers get 96% of the benefit.

And the bottom 50% get only 4% of the benefit. So clearly they are being discriminated against.

Right? Right?
