Frankly, it is difficult to find an example of something Bush has attempted to do and failed at.

It's hard to find what he has succeeded at, unless you consider success budget collapse, lousy economy, unnecessary war, tax cuts for the rich, highest unemployment in 9 years, environmental setbacks and the most hated America in history.
