That's a definite possibility....I have read that Nokia might not have that solved until October. Also, it could just be interoperability between Nokia and NEC equipment. This might be why a geographical split could work better than having the equipment interspersed through London.

A long time ago, engineer wrote a post indicating that W-CDMA wouldnt be ready for mass-market availability until they had a city-wide trial for about a year. I think he was looking for the equivalent to the Hong Kong CDMA roll-out (or was it Seoul?). In any case, I think that is the point where Hutchison is right now. Docomo is further along the curve but since they are using a proprietary version of W-CDMA, not all of the knowledge is transferrable.

Nobody would probably guess you would guess why asynch handoffs
are perfect for an evolving market with lots of competing implementations
of equipment. (nor at those 2.1GHz carrier frequencies especially where
the traffic is highest, urban canyons and indoors)

Not even nobody would guess you would guess that WCDMA handoffs and
cells can be made synchronous when that time comes.

However, most would guess you would not really be able to guess that much.
