I would not guess in case of giving away a game plan, and its mostly an economic stick.
Lots has happened that would give the US more dealing power in the region than in the past.
1. Cooperation of the banks, including the Swiss, in tracking Terrorist accounts and funds. Plus the records taken from OBL's people.
2. All the records of Saddams regime that were not destroyed - showing who paid what to whom, where he bought materials,who had the oil contracts
3. From this type of info the US can possibly put intense pressure on various rulers in the region to perhaps shut off some of the funding going to Arafat. Make him a bit more cooperative.
