Is Israel willing to negotiate a cease-fire with Hamas?

Not directly. Israel is willing to negotiate a cease-fire with Mr Prime Minister Abbas of the PA, who in theory (let us stress the word "theory")is the head of a government that is in charge of Palestinian areas that Israel is not occupying or proposes to pull out of. Heads of governments are not normally allowed to claim, "Ok you'll sign the deal with me, but I'm just helpless to deliver those guys over there." The normal answer to that is, "If you don't deal with those guys then we will." But nothing is normal in the Israeli/Pal conflict.
