Interesting article in Am. Assoc. of Individual Investors Journal, May '03, on Muhlenkamp and the screening method he uses. Like you, he too is a big believer in high ROE. AAII ran a screen using his variables and conditions (ROEs: current and 5 yr. avg., growth rates, profit margins, etc). Here are some of the companies AAII came up with:

ICTS, SGRP, RNR, GIL, FNF, SGP, COLM, RCII, DG, ITG, ERIE, GD, BRY, CHIC, JLMC, BSG, SHOO, PECS, RIMG,XTRM, GBCI, RDN, ACAI, TGIC, CCF, JNY, UHT, SKYW, OO, RL.

I'll be reviewing this list this weekend, esp. SKYW and ACAI
(now that I see the major airlines have moved up substantially).

I have positions in several of these stocks: I purchased RNR recently, and I'm still holding a losing position in SGP. (I bought DG, but talked myself out of it- oops.)
I have a couple others on the list that were mentioned here before, but they've moved up past my buy point now.
