Promo release is always done after the market closes. Never during market hours. Weekends constitute a "halt", so you do not have to halt the stock. The pattern of paper plays is they release friday or saturday after market close, and phone everybody all weekend. The suspense creates a run in the stock on monday at which time most player looking to make money on the "inside" sell. mid week drop backs they pick up more paper and the cycle begins again.
