Funny how he fails to offer an alternative reason for the production of those trucks and why there were painted in military colors.

The evidence clearly points to the fact that there is easy access to the top of the tanks for venting gas, but only a small drain hole to pull any liquids. There is also the fact that the setup is unsuitable for producing a repeatable batch of biological anythings without a lot more equipment such as steam generation and sterilization. That leaves the most likely use as one of generating gasses to fill balloons to find wind direction for the artillery. They were painted the same color as the artillery.
