The author of that article is misinformed.

TCP/IP has NO CONTROL over transmission speed. (i.e. bit rate)

It does adjust the number of packets it sends in a "window". i.e. the number of outstanding unacknowledged packets is will permit before pausing, and waiting for acknowledgement.

"Noisy" lines are actually pretty rare, and error rate is carefully monitored by carriers.
