it could just be bad wiring between your isp and your servers. I tracked mine down to low quality house wiring.

In my case i'm only on dsl, but i ended up doing my own homerun to the other side of the box...

then to save on household dsl filters, i put the dsl filter on the customer side so i only have to have one filter that serves the whole house.

much cleaner way to do and now its though i have stealth dsl because i'm using a wireless lan off the main hub/router.
