If that's true it sounds like incompetent analysis along with too much "group think" (everyone nudging their thinking towards what the supposed goal is rather then taking a step back to reassess everything logically, combined with shutting out outside ideas that disagree with what the group has decided), rather then a lie. If they where really going to outright lie I think they would have done a better job of it.
