The Kuwaitis had personal hatred for Saddam. But they didn't send a single soldier across the border to help us.

I think it's that they want to see us f'ed up in Iraq. Like you said, they are not our friends. In war, as in any kind of game play, it's best to assume that your opponents will continue to make moves. Bush didn't make that assumption.

What Turkey did was to make sure that their price was just a little bit too high for Bush to pay, but not so high that Bush gave up on them completely.

If they'd really wanted 30 billion (which is an outrageously high price to pay), they'd have stuck to their guns from day one, or asked for even a bit more. That they claimed that they were going to do it for less, and then didn't, is clear evidence that what they were doing was dragging the issue out, not that they really would have done it for 30 billion.

If Bush had told them early on, "Okay, 30 billion it is", they would have changed their requirements to $100 billion.
