Exporting technology is always problematic - but the argument that any given administration intended the results of technology that wasn't blocked is - well, we've known each other a long time so help me find a palatable alternative to "puerile." You worked for McGovern but believe yourself responsible for the acts of Nixon? I don't get it. You say you're agnostic so you can't believe in destiny. To me, that's like saying, "I represented the defendant at trial, worked as hard as I could to get him off, but the jury found him guilty so I am responsible for his execution." You're only responsible for your own acts, is the way I look at it. This country isn't one single blob of protoplasm. Putting your argument into perspective, you're arguing that the person who sold Saddam the rope is as guilty as the hangman, and the person who tried to stop the hanging is complicit in the hanging. That's a form of thinking that is totally alien to me.
