You are, of course, right. Bush is a moron, not an especially evil guy, or even one who deliberately goes out to lie.

It was the Iraqi expats that were the liars, when they told Bush that Iraq still had WMDs in 2003.

And even their lies were understandable. There was a time when Iraq did have WMDs, and was hiding them.

But none of these excuses will save Bush. His "preemption" theory is shot due to a gross failure in his own personal judgement and, to a lesser extent, in the government's intelligence gathering.
