Maybe not totally insane, but certainly outrageously confiscatory.

Keep in mind that the U.S. Treasury is now in the final stages of creating a new "look and feel" for our currency. This is most likely anticipatory of a similar move to demand the surrender of old style currency in an effort to flush drug and other contraband money out of hidden caches and into the regular banking system. Columbians and others who hold billions of dollars could see their assets thereby confiscated.
