Step back for a second and think about how the process of apprehending a terrorist cell ought to operate.

There is no need for a Homeland Insecurity system of colored alerts. That has absolutely nothing to do with catching the perps. The alerts are designed with one purpose only, to frighten the weak-minded in the general population for electoral purposes. A frightened voter is far more likely to return the incumbent to office, particularly if he projects the macho-man cowboy image that Karl Rove has created in the Dummie-In-Chief.

So the matter of "crying wolf" is an irrelevancy. What is needed is good, quiet, in-the-background gumshoe work with real detectives getting the drop on those planning bad acts against the U.S. Then, the perps are quietly 'rolled up', with the general public being none the wiser and much less frightened than under the present modus operandi of the Injustice Department which is working to create maximum fear and distrust among the general public.

The Bushies are operating 180 degrees out from what is truly needed to control terrorist incidents and threats. They are acting in a fashion to have the maximum impact on the public, and the minimum on the perceived root causes of terrorist evil. Look at the record. How many Arabic speakers have been hired by the DoJ, FBI, CIA, NSA etc. in the aftermath of 9/11? Damn few, and not enough to effectively monitor telecom traffic, let alone having gumshoes on the beat in the mosques and souks of the world where planning could be going on.

Instead, much more money has been spent on police state apparatus like the "Office of Strategic Influence" and its ilk. Public diplomacy, as it is euphemistically called, aka propaganda and disinformation campaigns aimed at lying to the U.S. citizens and the rest of the world. Or like Darpa-TIA, now relabeled the "Terrorism Information Agency" when there were objections to a Reagan era felon like John Poindexter having "total information awareness" about millions of innocent Americans.

So, the "crying wolf" argument doesn't really seem to fit what is needed in this world. Although I'm in complete agreement with those who castigate the present occupant of the White House for being a pathological and malicious liar.
