Not if that's the only license you've got.

Maybe there are some tricks an expert could use to fake a load, but I'm no expert.

I should add that under most normal scenarios you wouldn't want or need to do any serious system testing with SQL Server Developer. You would put a Developer license on a developer machine, which should be segregated from your testing and production environments anyway.
