I had a link to the secret report, it was leaked by other members of the security council. Unfortunately when I looked the link is 404. I guess Ashcroft sent the carnivore after it. If I run across another copy I'll post a link.

Part of the 8,000 missing pages got leaked to a reporter from TAZ, the German daily.
