It could be that men want to keep their options open.
The prevalence of tattoos calls that into question. :)

I asked a male friend over lunch today and he looked at me like I was deranged. When I pressed the issue he first said that men's facial hair is different. When I suggested that beard hair was much like eyebrow hair, he switched to something about more nerves in the face so it would hurt. (This was after I mentioned my waxing my underarms, would you believe.) Then I changed subjects to let him off the hook...

My speculation is that it's because waxing is culturally a chick thing.
