Today has 170 million, The majority of these new 80 million over the last 33 years are poor people. I can see there how these masses of poor people have spread around every major city. Governing elites of those countries try to control the explosion of the mass of poor and by extension ignorant people by let them grow slowly. Remedy is easy: Better basic education. The best way to spend a dollar in education is to educate a poor woman. Ok, the problem can be solved by doing a China a 7.5% GNP growth over 10 years but that is a very long shot.
