A lot of people who pay those band fees are poor people, people who do not even have checking account. There are plenty of them now, believe it or not.

And people who use ATM frequently also have to fish out plenty of bank fee. and the people who transfer balance from one credit card to another, people who pay their bill a couple of days late, etc. Nowadays all kinds of bank fees take a couple of pages to describe.
