He didn't, that's why the local rulers would have had to have pre-dated him...

oops, you're right. But before Alexander the Great, you would have had to go back to the times of Cyrus the Great (6th century bce) to find local rulers. Cyrus conquered the Medes and Mesopotomia was ruled by the Persians after that.
