Now you're gonna try to hang this on some lowly intelligence dude? What about the words of Colin Powell with George Tenet sitting behind him at the UN hearings, where he said "We have solid evidence that Iraq has WMD".

This is not an intelligence failure. It's a failure of intelligent thinking.

I doubt it. This is more likely an example of noblesse oblige mixed with some "I know what's best for my people".
