The UN observers in Lebanon and Hebron have a long history of looking the other way while Hizbullah or Hamas uses them as human shields, but complaining bitterly about any Israeli reaction.

This is obviously a concern. Can either side expect a fair treatment from UN observers, consisting of forces possessing their own bias, as well as potential for corruption.

And I don't see UN forces acting in a military manner against either side to preserve the peace.
