Some culpability exists. It's my understanding that the FBI surveillance of the Saudis (and the Bin Laden family in particular) was significantly curtailed between Bush's inaugural and 9-11. But that's still a long way from keeping the Andrews fighters on the ground until after the Pentagon is impacted.

The role of Bush defender feels a little strange.
