In the case I described the general income of the area went down, most of the lower middle class moved out and no one was aware of the possibility of uniting to fight the bad guys. That awareness requires a sense of community which was clearly lacking even when I lived there. As I said one guy called us commies because we wanted to relieve a ´bad situation.
They didn't take care of it because they were too busy scrambling after a minimum income in order to survive.
