Perhaps the slow implementation is just what all governments are good at. But perhaps, there is a benefit to China to down play any impact. The benefit being that one keeps from needlessly pumping up the price of a product one wishes to buy.

Disclosure of implementation had to be made since it would be impossible to keep secret. The next step to downplay the actual event is to let the implementation date slip from the 1 st to the 15 th.

The next step is to do it in just one city. And to report meaningless interest. If I read the release correctly, nothing was said about sales to individuals, but only on the purchase by banks from individuals.

I would prefer to think that governments think before they act, in which case, my case might be valid. But I can't believe that any really do, so must conclude just sloppy planning.
