Perhaps, but at least after the cold war and the gulf war the U.S. pretty much severed ties with that country and played a leading role in creating the 13 years of UN sponsored sanctions, all the while, France plays chum to Saddam. I don't see how your view is any more or less black and white than mine, other than you act like you walk the higher moral ground.

And aid workers are pretty much unanimous about Iraqi happiness for having Saddam opposed. One aid worker I know of who has many years of experience in the region says there was never any "real" discussions about anything with Iraqi citizen while Saddam was in power, because they were all scared shitless. Not so now.
