Yes, it did. And the "back to basics" movement we are in is wrapped up in that. There has been a lot of squealing from the establishment that "we won't have time to teach anything else but the basics if we test for them." OK, if that is all they can do, at least do a good job of that! If the kids at the bottom end only come out with the ability to read, write and cypher, it will be a vast improvement over what is going on now.
