The following simple reform package would solve 90% of the problem-and prevent the totalitarians from making a successful coup in the future: 1) Federal elections must be held SEPARATELY from local and state elections. 2) Any participant in a federal election must prove identity, residency, and a REASONABLE LEVEL of literacy. Also worth considering: Anyone with a negative tax liability, whether through welfare, Social Security or Earned Income Credit FORFEITS THE FRANCHISE.
