Overall your solution could work in the US, but what about spreading democracy to poor countries where most people don't have the chance to achieve ownership? The US can't spread democracy on the premise that only certain people are eligible to vote. In some countries that would include a select few who managed to beat a system designed to keep the masses dependent on those lucky enough or corrupt enough to actually own something. The right to own property is a western idea. I see a problem there. M
