Ish, yours is a unique situation where you community sits right atop a coal field. In that case it is more cost effective, but you are still going to emit large amounts of CO2. It's interesting that right wingers oppose any subsidies for renewables, but you are going for a subsidy on your coal plant. 2/3 of the recently passed energy bill favors subsidies for fossil fuel research.
