State represents the Foreign Government too much. They spend all their time with them, and they lose their viewpoint.

Sometimes they just lose their ability to keep their viewpoint synchronized with the fashionable viewpoint in DC.

State's view isn't always right, but they do generally have points, and it's a bad idea to ignore them. It's also a bad idea to follow them blindly, but that's always the case.
