This Permanent Fund notion seems like complete pie-in-the-sky

Why would reality deter Bush? After all, his whole idea of turning Iraq into a democracy is pie-in-the-sky! <g>

Iraq's oil industry requires billions of dollars of investment

Bush will cut some joint-venture deals with big oily companies to get the financing.

paying some small percentage on the external debts of the nation

Iraq needs debt relief. Especially from the dastardly French! <ggg>

Ray, the USA could hold a referendum in Iraq. "Do you want the USA or Saddam to run the show?" If 51% say Saddam, then the USA should pull out and comply with the will of the people, since they believe in democracy and freedom and all that stuff. [Giggle].

They should give top priority to surveying the opinion of Iraqis if they believe their cant and haven't just taken over the oil as suspected by so many. They could have a real Swiss-style system. Iraq as the Switzerland of the region.

I don't actually think the USA is really in favour of democracy. Or they'd insist on a UN with global voting rights for individuals to appoint the World President for a start - which we will NOT be seeing unless there is a serious restructuring of the UN constitution to preclude busy-bodying by a sovereign UN. Even then, most Americans would find democracy not to their liking.

The objection many people have with King George II as World President is that he was elected by less than half of less than half of 4% of the world's population. Hardly a ringing endorsement from we the aliens. Also, we have some difficulty with taxation without representation. I pay a lot of tax in the USA and have no say in the laws.

No taxation without representation say I. Americans should try to get their heads around that idea. It's not too hard. Why, a couple of hundred years ago they were even chanting it themselves when the British King was taxing them and building an empire.
