Gray Davis packing if, as now seems certain, a recall election is held this fall. According to a Public Policy Institute of California poll just released, 48 percent of voters are willing to dump Davis, while 41 percent say they'd retain him as governor. But the really bad news for the beleaguered Davis is that the margin among likely voters was 51 percent to 43 percent in favor of recalling Davis, only re-elected last November. With his popularity rating at a dismal 21 percent to 25 percent according to some experts, about 75 percent of Republicans support a recall, as do about half of the state's independents and fully a third of the Democrats who were polled. "It's a very difficult situation he's in," said Mark Baldassare, the director of the survey. "This is a sign of broad and deep discontent." A lot of that discontent is fueled by the state's whopping $38 billion deficit, the worst of any state in the union and a dagger pointed at Davis' political heart. Actor Arnold Schwarzenegger, a Republican, is hinting he will run for governor if the recall is held. Under the two-step recall process, voters first decide if they want to recall the governor. If they do, they are immediately asked to vote for a replacement on the spot. Speaking to a taxpayers group in Los Angeles, Schwarzenegger joked: "This is really embarrassing. I just forgot our state governor's name. But I know you will help me recall him." If the newest poll is correct, the majority of California voters will. And Davis might find himself being terminated by the Terminator
