The United States did not expect the guerrilla war -- there is no question about that. And it is increasingly likely that Hussein planned this phase of the war from the beginning.

Not so. Saddam threatened guerrilla tactics from the get go including house to house guerilla tactics and surprise attacks. All as a counter to Bush's saber rattling way back in February.
