"Do you think that it is possible that Saddam misinterpreted the Bush Administration in 1991, because really got a "green light" years earlier from the Carter Administration?" >>> No, we had little influence with Iraq while the Soviets were their big backers... we didn't start selling them arms and giving military intel to them until they attacked Iran (during Reagan/Bush's administration.) >>> Prior to invading Kuwait during Bush I, supposedly they interpreted comments of our ambassador to mean that we considered it only a 'local matter'... and then went ahead with the invasion.
