The troop requirements were seriously low-balled because nobody wanted to talk about what happens AFTER your move in your army. Nobody in the White House wanted to talk about what was going to be needed to restore order. Nobody wanted to talk about US troops stuck in Iraq year after year getting shot at. Nobody wanted to talk about a long-term military presence, because nobody wanted the public to realize what this would be like. Nobody wanted to admit that we are in for a long-term occupation. Those in ehAdminstration who had the courage to speak-up about the true cost were fired! The "spin" was about creating an instant democracy. But there was no instant democracy, only violence and chaos. Now troop strengths are being increased. Now the reality of being an occupying army is being faced. The TRUTH is now, slowly, beginning to sink in. We are an occupying army in a hostile country where we are sitting ducks. We invaded and occupy the country to get rid of WMD. Problem is, there do not seem to be any WMD. Just the desert, and a lot of people saying "go home". And a lot of people saying "hold still so I can get a good shot at you".
