They are assuming no risk the first month, true. But what about the 2nd and later months? The only way they can keep their risk down to 0 then is to cancel the card at the end of the first month (unless the card is of the type where you must have a balance with them that equals your credit limit).

But why should they have to assume risk? They are in the business of fronting money for you, not gambling. If they wanted to gamble, they could just head for a casino.
