Question - can the people you can hire in Shanghai do business ? Lots of contacts in the China governmnet at many levels - I expect the secrertary you hire may have a cousin who is deputy minister of xyz...

But - do they have business sense and profit motive ?

Companies moving into Russia found very bright people with NO CLUE about marketing , budgets, responding to customers, honest bookeeping, etc.

Of course, Russia had 70+ years of Marx, and lots of almost fuedalism before that. Eastern Europe has done better, they did not forget as much.

I would expect that businesses in Shanghai would need considerable advice from experienced Hong Kong consultants....
