Because foreigners sold at the bottom?

Well, foreigners sold at the bottom of the last dollar bear period, in the end of the 90s so I suspect the same holds true this time. I'm not sure if we have seen the lows in the dollar though.

The dollar index I have is against the euro, which didn't exist in the early 90s (we cared about the yen then) so its hard to compare, but I think this dollar decline played the exact same way for tech companies as the last time. The dollar lows started to spur capex spending and then that launched the boom prior to the bubble.

One day the US is not going to be able to take foreigners like this but for now its still going on. :-)
